This refers to the routine, safety inspection conducted by Mr. J. Roth of this
office on July 1-2, 1981 at the Critical Facility in Schenectady and in Troy,
New York of activities authorized by MtC License No. CX-22 and to the discussions
of our findings held by Mr. Roth with yourself and Mr. R. Ryan of your staff at
the conclusion of the'in_spection.

Areas examined during this inspection are described in the Office of Inspection
and Enforcement Inspection Report which is enclosed with this letter. Within
these area:;. the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations by the
inspector.

Our inspector also verified the steps you have taken to correct the items of

noncompliance brought to your attention in the enclosure to our letters dated
March 7, 1980 and March 10, 1980. We have no further questions regarding your
action at this time.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter and the enclosed inspection report will be placed in the NRC's Public

Document Room. .If this report contains any informat'm that you (or your

contractors) believe to be 'sxempt from disclosure under 10 CFR 9.5(a)(4), it'is
necessary that you (a) notify this office by telep%ne within ten (10) days from
