SUBJECT:
STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 49,811 KILOGRAMS URANIUM ENRICHED TO 1.12% FROM FRANCE - ISNM81012 Transnuclear, Incorporated submitted an application dated June 17, 1981 for a license authorizing the import of 49,811 kilograms of uranium enriched to 1.12% U-235, as UF, from France. The material will be returned to the U.S.
6 Department of Energy to be used as enriched feed against further product deliveries under a EURATOM-held uranium enrich 'ent services contract, num-ber DUE 4104.
The UF6 will be transported from France by sea and trucked from the port of entry to the DOE enrichment facility in specification packages bearing the certificate of competeni. authority number USA /4909/B(F).
Thousands of tons of normal and slightly enriched UF6 are transported

within the U.S. annually and this practice.has been going on for many years l
without a significant incident. This proposed import represents an extremely l
small percentage of the total UF6 transported each year in the U.S. and would not result in any significant change in the probability of a potential acci-dent involving UF -

l The proposed import conforms with the standard provisions that have governed shipments of low-enriched UF6 for many years with no significant impact on the environment or the general public. The staff finds this importation will not be inimical to the common defense and security or constitute an undue risk to public health, safety, or to the environment.
