DIABLO CANYON ORDER The Comission, by a vote of 4-0, approved an Order in the Diablo Canyon proceeding announcing that althcugh the licensing Board has
-issued a partial init1al decision, the time for Commission review under Part 2 of the Comission rules will not begin to run until the issuance of the Appeal Board physical security decision.

The Comission, by a vote.of 4-.0, approved publication of an Order, as modified, requiring that an Atomic Safety and Licensing Board be appointed and delegating to the Atomic Safety and Licensing Appeal Board authority to exercise the review functions in thi_s Part 70 proceeding which otherwise would have been exercised and performed by the Commission.

The Comission, by a vote of 4-0, approved an Order as modified by Comissioner coments, which grants the request of the Shoreham Opponents Coalit. ion for a hearing, subject'to the petitioner advancing at least one litigable contention, refers the matter to the Chairman of the Atomic Safety and Licensing Board Panel for designation of a 4
Board to hold a hearing, and authorizes the Atomic Safety and Licensing Appeal Board to exercise the Commission's review functions with respect to any ensuing proceedings.

TO ELIMINATE REQUIREMENTS WITH RESPECT TO FINANCIAL QUALIFICATIONS FOR POWER REACTOR APPLICANTS, AND (2) TO REQUIRE POWER REACTOR
' LICENSEES TO MAINTAIN PROPERTY DAMAGE INSURANCE (Rulemaking Issue,- Affirmetion)
The Commission, by a vote of 4-0, approved an amendment to 10 CFR 50
' as-revised by Commissioner Gilinsky and further. revised at the meeting reflecting Commissioner Bradford's proposed paragraph and Cammissioner Gilinsky's deletion of the word " financial"-
where it ' appears throughout the text _ " financial protection."
The Commission requested that:
(1) the modified notice be published in the Federal Register, and that -
the notice state that the Commission intends to make the. final rule-respecting financial qualifications, when promulgated, effective immediately upon publication, and that the final rule, when effective, will be applied to ongoing licensing proceedings now pending and to issues or contentions therein.
