Dear Mr. Engelken:

gp In your letter dated July 1,1981 you requested that we provide the status of implmenting the prcmpt notifiatien systs required by 10 CFR 50, Appendix E, Section IV.D.3.

not been installed for the Humboldt Bay Power Plant, Unit No. 3.

Since the Htaboldt Bay Nuclear Unit has been shut drwn for five years (since July 1976), the decay heat in the reactor core is insufficient to cause fuel damage even if all cooling water is lost out of the reactor vessel.

Furtheritiore, the inventory of fission product gases is insufficient to cause a release which would recrte prcmpt notification of surrounding residents. Accordingly, we bdieve that the prcmpt notification systs is net necessary based upon the present plant condition.

As you are aware, an evaluation of the various alternatives for the plant including restart and deccmrtissioning is currently being con-ducted by PGandE. When backfit requirments for older nuclear plants such 4

4 Mr. R. H. Engelken July 24, 1981 as Hmboldt have been finalized, a decision will be made regarding future operation of Unit No. 3.

If it is determined at that time that resumption of power operations is appropriate, we will provide a description of the pratpt notification systs to be installed.
