PROPOSED IMPOSITION OF CIVIL PENALTY-$40,000 ff This is to inform the Commission that a Notice of Violation and Proposed Imposition of a Civil Penalty in the amount of Forty Thousand
' Dollars will be issued on or about July 31, 1981, to the Power Authority of the State of New York.
This action is based on alleged violations relating to a change in Safety / Relief Valves which resulted in a violation of a Technical Specification Limiting Safety System Setting.
This change was made without seeking prior Commission approval and without conducting a formal evaluation of the safety significance of the change in order to determine whether an unreviewed safty question was involved.
A news release has been prepared and will be issued about the time the licensee receives the Notice.
The State of New York will be notified.
It should be noted that the licensee has not Leen specifically informe of the enforcement action..
