DPR-51 ARKA*15AS PO',lER & LIGHT COMPANY ARKANSAS NUCLEAR ONE, l' flit NO.1 DOCKET NO. 50-313 Introduction By letter dated June 10, 1981, Arkansas PEwer & Light Company (the licensee or AP&L) requested amendment of the Technical Specifications (TSs), Appendix A, appended to Facility Ocerating License No. CPR-51 for Arkansas Nuclear One.

Unit No.1 ( ANO-1). The amencment would modify the TSs relating to Fire Br.gade Training.

Discussion and Evaluation _

i The proposed change wou'.d require fire brigade training to be held at least quarte rly. The current TSs require the training on a frequency of at least six times per year. The proposed change is consistent with ANO-2 TSs and with the requirem2nts of Appendix R of 10 CFR 50. The proposed change is minor in nature and would not involve a decrease in the nrgin of safety or an increase in the probability or consequences of accidents. Therefore, we find the proposed amendment acceptable.

Environmental Consideration We have detemined that the amendment d:es not authorize a chance in eifluent types'or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have furtM r concluded that the amendment I

involves an action whicn is insicnifiant from the standpoint of environmental im:act and, cursuant to 10 CFR s51.5(d)(4), that an environmental impact statement, or negative declaraticn and environ-mental impact appraisal need not be prepared in connection with the issuance of chis amendment.

- Ai10-1 Conciusion We have concluded, based on the consideration. discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a.significant decrease in a safety margin, the amendment does not involve a significant-ha:ards consideration, (2)

~thert is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3).

such activities will be conducted in compliance with the Co =ission's regulations and the issuance of this amendment will not be inimical to the comm$n defense and security or to the health and safety of the public.
