Dear Mr. Latham:

This is to inform you that the time provided by NRC regulations within which the Commission may act to review the Director's Decision (DD-81-9) in this case has expired. The Commission had extended the time within which it could act to review the decision to August 6.

A majority of the Commission has declined any review. Commissioners Gilinsky and Bradford would have preferred to take review. Accordingly, the decision became final ascacy action on August 6, 1981.
