Dear Mr. Keppler:
Your letter (Reference 1) requested a confirmation that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure EPZ in the event of an emergency.
The demonstration of the above capability by July 1, 1981 as set forth in 10CFR50, Appendix E, Section IV.D.3, has not been accomplished by Dairyland Power Cooperative.
In our opinion, compensating actions have been taken to fulfill the rule.
These compensatory actions are identified in the Upgraded Emergency Responce Plan which was forwarded to your office with Reference (2) on pages F-2 and 6-4.
The siren referred to as a supple-ment to the existing plant siren has not been installed.
The proposed system for notification at LACBWR will consist of a single siren capable of providina a sound level of 60 db in a 1-1/4 mile radius around the facility together with notification under the direction of the Vernon County, Wisconsin Sheriff.

S. Nuclear Regulatory Commission July 29, 1981 Sheriff c f Vernon County has developed and implemented methods necessary to accomplish this notification.
It is estimated that procureraent and installation of the siren can be accomplished in approximately 90 days following approval by the NRC of the early notification area radius.
Because of the low popttlation density of the 5 mile radius EPZ (<1200 people - 55 persons / square mile), we have concluded that the plan of the Vernon County Sheriff constitutes adequate compensatory action.
In the immediate area near the plant (Village of Genoa, WI, population approximately 300), local residents will assist the Sheriff in the notification process.
It has not been demonstrated that State / local officials have the capability to make a public notification decision promptly on being informed by the licensee of an emergency condition, however, the mechanism for making such a decision was demonstrated as recently as July 29, 1981.by the Wisconsin Division of Emergency Government during the drill conducted for the Zion, Illinois nuclear power plant.
This capability is discussed in the State of Wisconsin Radiological Response Plan.
Demonstration of the capabilities discussed in 10CFR50, Appendix E, have been scheduled to take place during the week of October 12, 1981.
Authorization for the written response to be submitted beyond the J31y 24, 1981-deadline was granted by Messrs. Forney and Branch, NRC Resident Inspectors.
