This letter confirms the telephone conversations on July 3rd and 6th, 1981 between Mr. C.H. Hackney of your staff and Mr. H.W. Hillyard of the Fort St.
Vrain staff, relative to your ENS Specifications and Upgrade letter dated June 19, 1981.
The information given by Hillyard to Hackney was as follows:

Support Request (NRC):
" Timely access for telephone company representatives to make a site survey and subsequently for installing station packages for the upgrade."
Response (PSC):
The only delay would be to complete necessary security access requirements.
Several local Mountain Bell repairmen are badged for the necessay areas and would receive immediate unescorted access during regular working hours, 7:30 a.m.
to 4:30 p.m.,
Monday through Friday.
Access for other work hours can be arranged by advance notice to the Lead Security Officer, (303).
785-2226, ext. 298.
Unbadged Mountain Bell personnel can be admitted as escorted visitors; badged Mountain Bell personnel may act as escorts.

Power (120V AC 60 Hz), can be supplied from instrument bus no.

Power is interruptible in the event of a loss of all outside
- power, but normally returns, supplied by emergency. diesel generator backup after a delay of approximately one minute.
The emergency diesel generator supply is provided to carry the safe j
shutdown loads as described in our Fir:al Safety Analysis Report, Sections 8.2.3.3 and 8.2.3.5.

Present facilities are not adequate to implement the proposed' j.
upgrade. A cable pair deficiency uists between the plant and the local Mountain Bell switch facility in Platteville, Colorado.
l Mountain Bell is currently planning' additional facilities estimated to be in service about July, 1982.
