Exxon Nuclear Company, Inc.

Docket No. 99900081/81-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on March 16-19, 1981, it appears that certain of your activities were not conducted in accordance with NRC requirements.

Section 5.0 of the Exxon Topical Report, XN-NF-1A, states in part, "The Quality Assurance Program and associated quality - related design, procurement, manufac-i turing, inspection, handling, ana shipping activities are prescribed by docu-mented instructions, procedures, and drawings, as appropriate, to assure adequate definition of instruction for satisfactory completion of activities.

The instruc-tions, procedures, and drawings include qualitative end quantitative acceptance criteria to verify that important activities have been satisfactorily accomplished."

Nonconformances from these requirements are as follows:

A.

Section 10.1 of the xxon Topical Report, XN-NF-3A, states in part:

" Quality Control Standards are prepared for receiving, in process, and final inspections which identify the inspection requirements and associated means of assuring conformance to the Product specifications, Material Specifications, Process Specifications, and drawings.

The Standards are supplemented by... inspection forms, and other documents, as required, during the inspections....

The Standards or supporting documentation include the following information, where applicable:... Acceptance and rejection criteria." And:

The Exxon Product Specification No. XN-S30061, Revision 28, Section 3.4.7 requires the pellet density and chemical require-ments to be inspected to meet a given confidence level.

Contrary to the above, the Pellet Certification Summary (form XN-F00,115) which records the values of the pellet density and chemical requirements i

did not contain information indicating that sampling conformed to the j

required confidence level.

Prior to the conclusion of the inspection, form XN-F00,115 was revised to state the specific requirements, therefore, a response to this noncon-formance is not required (See DetailsSection II, Paragraph B.3.b.(1)).

Section 2.2 of the Exxon Topical Report, XN-NF-1A, states in part:

"The l

finished nuclear fuel assemblies furnished by Exxon Nuclear to utilities for their nuclear power plants are classified by utilities as being nn '2ar safety-related. Therefore, the applicable requirements of 10 CFR 50, l

Appendix B apply to the finished fuel assemblies.

2 In order to place the correct amount of emphasjs on the more important characteristics of the various parts and components making up the final nuclear fuel assemblies, Exxon Nuclear has developed a system of clas-sifying characteristics identified in the product and material specifi-cations as critical, major or minor....

Based on the above classification criteria, Exxon Nuclear's design and engineering personnel determine the proper classification of character-istics during the design process.

These are identified in the Product and Material specifications.

As a result of the assigned classification, the inspection and testing is then conducted in sufficient numbers to assure that the finished products meet the defined cha.racteristics in relation to their assigned classificatior.."

Contrary to the above, neither the Product Specification No. XN-S30061 nor the QC Standard No. XN-NF-P68152, which govern inspection and testing, identified the classification of the characteristic pellet grain structure.

Since corrective action was taken prior to the conclusion of T.his inspec-tion, this item is considered to be closed and no further response is required (See DetailsSection II, Paragraph B.3.b.(2)).
