CEILING PMlELS IN BROWfiS FERRY CONTROL ROOMS This is in response to Comissioner Bradford's menorandun of July 14, 1981' on the above subject. This memorandum asked whether TVA's schedule for replaconent of the ceiling tile at Browns Ferry was acceptable to the staff and that the basis supporting our decision be provided.

As stated in Comissioner Bradford's memorandum, TVA comitted (in their letter of May 22, 1981) to replace the existing suspended ceiling tile with lighting panels which are the same as those approved by the staff for Sequoyah.

We have been pursuing this matter through frequent discussions with TVA. TVA advised us that they contacted 15 prospective vendors. The vendor selected had the shortest delivery date. Because of the time required to fabricate the custo% designed system to the quality assurance and certification require-cents, the best quoted delivery date is the week of September 28, 1981. TVA~

plans to start installation of the new lighting systen upon roccipt of the raterials. This installation is not simply a r:atter of replacing ceiling panels.

The new grid system has to be installed to ecct seismic requirenents and requires extensive rewiring. TVA estimates it will take approximately 6 weeks to complete the control rooms. All panels will be replaced except for those directly over the control consoles. TVA estimates these panels to comprise about 10-15% of the total ceiling space. For safety reasons, the latter will be replaced during the next outage of sufficient duration to effect the modifica-tion; in no case, will this extend beyond the next refueling outages. Unit 3 is scheduled to be down for refueling from Septerber 1981 to January 1982, so all panels will be replaced in this unit prior to startup. Unit 2 and 'Init 1 will be completed no later than July 1982 and May 1983 respectively.

In discussions with TVA management (L. Hills), the staff was assured that the remaining ceiling tile replacements would be acconplished at the earliest opportunity when the units would be down for 5 days.

While the schedule for replacement of the existing ceiling panels at Browns l

Ferry is not as soon as all of us would like to see, we have concluded that TVA has nade all reasomble efforts to expedite delivery and installation.

Along with TVA, we have explored various alternatives. The existing ceiling panels.cannot be removed and left out because they serve as the air plenum diffusers and the glare from the non-diffused light might cause an operator i

are installed, TVA has inplemented ewS o precautions to prevent a fire in the control room and the operators ht,e been alerted to the potential problen and the need for prompt action if any unusual conditions are noted. Coupled with these compensatory measures, we conclude that the proposed schedule for replacement of the ceiling panels at Browns Ferry is reasonable and the best attainable and that continued operation does not present a hazard to-the public health and safety.
