This refers to the QA program inspection conducted by Mr. Ross L. Brown, of this office, won June 1-5, 1981, of your facility at Grove City, Penn-sylvania, and to the discussions of our findings with Mr. C. H. Patterson and mbabers of your staff at the conclusion of the inspection.
This inspection was made to confim that, in the areas inspected, your QA poogram is being effectively implemented. The inspection effort is not designed to assure that Unique quality requirements imposed by a customer are being achieved; nor to assure that a specific product, component, or service provided by you to your customers is of acceptable quality. As you know, the NRC requires each of its licensees to assume full responsi-bility for the quality of specific products, components, or services pro-cured from others. You should, therefore, not conclude that the NRC's inspection exempts you from inspectionssby an NRC licensee or his agents, nor from taking effective corrective action in response to their findings.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examina-tiori of prccedures and representativestrecords interview?

Within the scope of this inspection, we found no instance where you failed to meet NRC iequirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inppection report will be placed in the NRC's Public Document Room.

If your receipt of this letter has been delayed such that leis than 7 days are available for your review, please notify this effice promptly so that a new due date may be established. Consistent with section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the informa-tion which identifies the document or part sought,o be withheld, and which contains a full staternent of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further reciuires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4). The infomation sought to be withheld shall be incorporated as far as possible into a separate patt'ofithe affidavit. if-we do not hear from you in this regard within the specified periods notdd above, the report will be placed in the Public Document Room.
