Dear Mr. O'Reilly:

On June 30, 1981, Mr. Virgil Brownlee of NRC Region 11 was informed by means of a telephone call of a potential significant deficiency. The potential significant deficiency concerned predicted closure problems anticipated in Uestinghouse EMD 6, 8, 10, 12, 14, 16 and 18 inch valves in addition to the 3 and 4 inch valves previously reported and addressed in the above references.

These additional valves were identified to us by Westinghouse due to their con-tinuing evaloation of Westinghouse 3" and 4" valve c?osure. The Westinghouse evaluation of large valves, inasmuch as it is an outgrowth of the Westinghouse 3" and 4" gate valve closure evaluation, is also being reported as-a substantial safety hazard as defined by 10CFR21.

Westinghouse and SCE&G are working concurrently at the Summer Station on a solution. Discussions with the NRC have indicated that I&E will be issuing a supple-ment to I&E Bulletin 81-02, " Failure of Cate Type Valves to Close Against Differential Pressure," which will address the subject valves. This is an interim report and a final report will be sent at the time of our response to the IEB 81-02 supplement.
