This request includes specifically but not exclusively any memoranda, communications, letters, materials, manuals, guidelines, and other documents between NRC and FEMA re the evaluation of emergency preparedness pla commercial nuclear power plants carried on to the NRC final rule on emergency planning for production and subsequent utilization facilities effective November 3, 1980.
