Dear Ms. Kirner:

BPFisher Pursuant to Item No.17(b) of our input to the Final Environmental Impact Statement for the Dawn Mining Company Mill Tailings Expansion Project (Con.

dition No. 34(b) of DSHS License Amendment No. 4), Dawn submitted their revised liner installation specifications (letter to N. Kirner dated January 26,1981).

In addition, Dawn submitted qualification details of the personnel that would perform the independent field inspection of the liner installation, and air temperature requirements for field seaming, by letter to D. Gillen of my staff dated April 28, 1981.

These submittals were reviewed by the staff and found to provide. acceptable quality assurance criteria regarding the High Density Polyethylene and its installation. As previously discussed in an April 28, 1981 telephone conversation between your Mr. Arden Scroggs and Mr. Daniel Gillen of my staff, we recomend that DSHS amend License Condition No. 37 to add

" Dawn Mining Company Contract No. C3, Liner Installation, Tailings Disposal Project Specifications" to the list of technical control documents.

In addition to those tests of the physical properties of the HDPE liner that i

l have been performed by the supplier at the facotry, we feel that additional i

confinnatory. testing and long term surveillance is-appropriate, based on-l the fact that this is the first use of this liner material for a uranium tailings i

impoundment in this country. We wish to incorporate additional testing of the HDPE into a general research program on the effectiveness of synthetic membrane materials that we are in the process of initiating. We request the cooperation of your department in this task and will keep you infonned of all developments.
