General Atonic Company herewith makes application for renewal of its special nuclear natorial license #SNM-696 for a period of ten years. Attached is a check in the amount of $76,800 as prescribed in the NRC fee schedule, 10 CFR 170,31(1)(A). Also included are several documents which either sup-port the license renewal or become part of the license. They are:

William T. Crow 696-2090 Involved in this modification is the relocation of material processing sta-tions.as well as reallocation of SMI storage spaces. Each of these has in-pact upon the nuclear safety descriptions required in corresponding sections of the Demonstration Volume described operations.

Similarly, the final evaluation of potential accidents within the facility is contingent upon the as built facility features as well as the accident locations within the facility. The accident analyses set forth in these documents do reflect what is believed to be the facility configuration that will exist after the upgrade rule modifications are finished.

General Atomic Company has currently approved SMI Physical Protection and Fundamental Nuclear Material Control Plans. We have submitted alternate plans as required by 10 CFR 73.20,.67 and 10 CFR 25 and 95. Approvals of the submitted plans are expected soon.

Substantially revised material and plant protection license conditions are expected to accompany these approvals.

Accordingly, the specific references in Chapter 8 of the demonstration volume to these plans and license conditions are not included at this time. These chapters will be submitted when the pending plans are approved.

We believe the Commission can procee> with its renewal act? ity, pending re-ceipt of the belated submissions because there have been no adiologically adverse changes to the IITGR fuel process during the last reni al period of l

the license. Evidence of this, from the environmental point of view, is shown in the attached Environmental Information Report, which summarizes the data submit:ed in our required semiannual effluent reports.

In addition, our annual personnel exposure reports verify that personnel radiological safety has not been compromised by any process changes.
