As a result of tne station's fire fignting efforts an unknown quantity of insulating oil from the transformer was washed to Lake Anna by way of a storm sewer which aischarges near the station's cooling water intake structure. Sased upon testing of tnis particular station transformer prior to t'ais incident, we nad ascertaineu that the transformer oil containeu less than .>.0 pm of polycnlorinated oiphenyls (PCbs).

However, because tne ecoling water intakes withdraw watcr free. tha lake, tne oil l contained in ciais area was ultimately pum;;ed througn tiie station and into tx statien s cooling saccr discnary canal.

t a buoin constructed of hay baiis ucs placed across the tr.cutr. of tne disc.1arge caril as an initial absorbent material. This boca was ceployed oy station-personnel to contain the oil in the ciscnarge canal and to prevent oil from entering t he. lagoons of the waste neat treatment faciiity.

On the af ternoon of July 3,1901, an oil spill contractor, l Browning-Ferris industries (t,FI) of Chester, Virginia, was erpioyed to I fully clean up and remove all the oil resultlan from tnis spill. i3FI deployed a second absorbent and contali, ment. W m across tne mouth of the discharge canal. Additional absorbent material ano a vacuum skimmer were i used to remove oil from the canal, 13FI and station personnel continued g(,>7 l

the cleanup operation until the morning of July 5,1341. 5 A very small amount of oil did enter the first lagoon of the /O waste heat treatment facility. However, the nature and small quantity of this oil prevented cleanup and it quickly dissipated by natural means.
