August 3,1981 MEMORANDUM TO NRC STAFF In the Board Notification dated July 28,1981 (BN 81-17) Thomas M.
Novak, Assistant Director for Operating Reactors, Division of Licensing, informed the board that the NRC staff is investigating similarities in answers to certain questions received from some individuals on the Senior Reactor Operator examinations given in April 1981. We learned in a j
Preliminary Notification dated July 30,1981 (PN0 I-81-84) that two TMI-l l
l reactor operators have been relieved of NRC licensed duties pending the outcome of an investigation into alleged improprieties during an NRC l
licensing examination. We assume that this action relates to the investigation referred to by Mr. Novak.,
t l
The Board hopes to issue a partial initial decision on management and technical qualification issues soon after August 17. The IE investigation could have an effect upon our decision.
Since we have no information l

2 concerning the scope and length of the IE investigation, wa are requesting an unofficial preliminary report to determine whether our parti.a1 initial decision should be delayed or whether provisions should be made now for including the results of the IE investigation into the evidentiary record.
Accordingly, please inform the board:
At what level do the examination candidates who are subjects of the IE investigation serve? Please answer by indicating whether either or both of them serve above the level of shift supervisor or do they serve at or below that level.
If either candidate serves at a level above shift supervisor please identify him. The identification may be made in a confidential notification and we will appropriately attend to any jp( parte problem later.
It is not necessary to identify candidates subject to the investigation who serve at or below the shift supervisor level.
This confirms my request made by telephone today to Mr. James Tourtellotte, Assistant Chief Hearing Counsel.
