Please find enclosed a copy of a resolution recently adopted by our Board of Directors in support of Unit #1, Three Mile Island, start-up.

Further, our board has indicated their support for clean up of Unit #2, with the hope that this unit will be used in the future.

RESOLUTION i

WHEREAS, two years have passed since the accident al Three Mile Island, Unit II, and WHEREAS, neither the federal nor the state government has acted to bring TMI Unit I - the undamaged unit - back into operation and to alleviate the problems caused by the accident at TMI Unit II, and WHEREAS, each day TMI Unit I is out of operation, consumers - including rural electric member / consumers in Pennsylvania and New Jersey - must pay over $500,000 to purchase replacement power that would otherwise be provided by TMI Unit I, and WHEREAS, by not addressing the issue of clean-up at TMI Unit II, the federal and state governments permit a potentially dangerous health and safety problem to continue to threaten citizens of Central Pennsylvania, THEREFORE, BE IT RESOLVED, the Board of Directors of Tri-County Rural Electric Cooperative, Inc., acting legally at their regular board meeting held June. 16, 1981, call on the federal and state governments to immediately address the problems created by the accident at TMI Unit II, and BE IT FURTHER RESOLVED, that we ask the Nuclear Regulatory Committee to allow Three Mile Island, Unit I, the undamaged unit, to be returned to commercial service as soon as possible so as to reduce the unnecessary costs consumers are paying for replacement power, and BE IT FURTHER RESOLVED, that we ask that clean-up activities at TMI l

Unit II proceed as quickly as possible so that potential health and safety l

problems can be eliminated and this unit be returned to commercial operation, and l

BE IT FURTHER RESOLVED, that copies of this resolution be sent to the President of the United States, the Secretary of the United States Department of Energy, the Chairman of the Nuclear Regulatory Commission, the members of the United States Senate and House of Representatives that represent Tri-County Rural Electric Co-op, the Governor of the Commonwealth of Pennsylvania, and the members of the Pennsylvania State Senate and House of Representatives that serve Tri-County Rural Electric Co-op, Inc.
