Valcor Enginecring Corporation Docket No. 99900728/80-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on November 17-21,1980, it appears that certain of your activities were not conducted in accordance with NRC requirements.

Criterion V of Appendix B to 10 CFR 50 states:

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or dr mings.

Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activi-ties have been satisfactory accomplished."

Paragraph 10.1.3.1 in Quality Control Procedure No. 51503.10, Revision B, states, "Whenever a new vendor appears to be a desirable addition to the existing family, Quality Control shall have the responsibility of performing a survey at the earliest possible date following that vendor's preliminary accreditation.

The survey shall evaluate the requirement parameters (a) and (b) stated in paragraph 10.1.1 above."

Paragraph 10.1.1 states in part, "The evaluation of a vendor's quality program is necessary in order to provide the following inputs:

(a) To establish a Confidence Level in the performance of the vendor... (b) To estab-lish the vendor's Quality Assurance measures...."

Paragraph 10.1.3.2 states in part with respect to survey questionnaire forms, " Questionnaire forms shall be developed by Quality Control to check on the pertinent data and, when com-pletely filled out, shall be filed by vendor name in the Vendor Rating File...."

Contrary to the above, a survey was not performed to evaluate the quality assurance measures of Quality Coils Inc. aft. r preliminary accreditation prior to April,1977, as evidenced by the absence of a completed questionnaire form in the Vendor Rating File.

It was additionally established that this vendor was subsequently used to furnish solenoid coils for a safety related valve application there the provisions of 10 CFR 50, Appendix B, were contractually applicable to the vendor.
