NRC Inspection This refers to the routine safety inspection conducted by Mr. P. R. Zurakowski of this office on July 14, 1981 of activities authorized by NRC License No. 04-17827-01E and to the discussion of our findings held by Mr. Zurakowski with you and other members of your staff at the conclusion of the inspection.
The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Comission's rules and regulations and the conditions of your license.
The inspection consisted of selective examinations of procedures and representative records, interviews with personnel and observations by the inspector.
LNring this inspection, it was found that one of your activities appeared '
to be in noncompliance with HRC requirements. The item and reference to the pertinent requirement are listed in Appendix A.
This item has been categorized into a severity level as described in the Federal Register Notice (45 FR 66754) dated October 7,1980.
We are concerned about the repetitive natues of the item of noncompliance observed during this inspection.
In addit;un to the need for corrective action regarding the specific item of noncompliance included in Appendix A, we are concerned about the implementation of your management control system that allowed a repetitive item of noncompliance to recur.
Consequently, in your reply you should describe in particular those actions taken or planned to improve the effectiveness of your overall management control system.
