Dear Mr. Chairman:
I am pleased to provide additional information regarding the adequacy of emergency procedures for coping with anticipated transient without scram (AWS) events at operating power reactors. This is in followup to our letter of November 24, 1980.
The Office of Inspection and Enforcement (IE) has verified that acceptable procedures for responding to an AWS are in place for all operating power reactors.
IE Bulletin 80-17, dated July 3,1980, was issued to boiling water reactors (BWRs) following the Browns Ferry Unit 3 partial scram event of June 28, 1980. The bulletin required that specific operator actions be included in the emergency procedures.
During the review of licensee actions resulting froia the bulletin, IE found that all BWRs had acceptable procedures.
Review of pressurized water reactors resulted in identification of the need for procedure revision at some facilities. Where revisions were necessary, corrective actions were implemented and the procedures are now acceptable.
While we expect further improvements as the ATWS concern is resolved generically, we find that current procedures provide acceptable instructions on how to cope with ATWS events at operating power reactor facilities.
