Enclosed are three (3) originals and thirty-seven (37) copies of a pro- 3 posed change ta the Beaver Valley Power Station Technical Specification Appendix A. This proposed Technical Specification change requests that Table 3.6-1 be modified as shown in the attachment to tit letter. The proposed Table 3.6-1 reflects that the Containment Purge Exhaust and Containment Purge Supply damper isolation times are not applicable in Modes 1 through 4.

Safety Evaluation The purpose of this change is to more clearly define the applicable cades of operation for the Containment Purge Exhaust and Containment Purge Supply dampers. The dampers are require < to be operable in Modes 5 & 6 1

to cdtigrate the consequences of a fuel handl g accident. During Modes 1 through 4, the dampers are shut and de-energized.

The OSC and ORC has reviewed this proposed change to the Technical j Specifications and have determined that there are no unreviewed safety i

implications associated with this change and that this change does not con-j stitute an unreviewed satety question.

We have determined that this change is a Class III Amendment and a check for $4,000 will be submitted under seperate cover in accordance with 10CFR 170.22.
