July 30, 1981 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-I-81 16A This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

licensee on July 26, 1981.
Preliminary findings indicate that
' vp the eat messages were probably written between 5:00 p.m. July 21 and 12:30 a.m. July 25, 1981.
Accordingly, the State Police are conducting interviews of those personnel who had access to the Spent Fuel Area within the stated timeframe.
The Augusta, Maine, Resident FBI Agent visited the site on July 29 to obtain firsthand information on the threat from the licensee and the State Police. CID investigators are considering requesting polygraph examinations for some plant personnel. The investigators are also examining physical evidence (spray can and note pad) for fingerprints.
The licensee is continuing a detailed search of all plant areas and equipment.
U.S. Navy Explosives Ordnance Disposal (E0D) personnel from Brunswick Naval Air Station, Brunswick, Maine, are participating in the search. No unusual findings from these search efforts have resulted.
Increased surveillance and search efforts will be continued by the licensee for the time being. A strict two-man rule is being implemented in all plant internal vital and access controlled areas.
Inquiries from the local media (TV and press) were received by both the licensee and the NRC on July 29, 1981. The licensee is responding to nedia inquiries with the following statement: " Maine Yankee has received threatening communications and appropriate steps are being taken."
The Commission and other NRC staff members, including the IAT, were provided updated information on this event on July 29.
No press-release by Region I is being planned at this time. The State of Maine has been notified by Region I.
This PNS Update is issued for information only and no further action by IE is presently planned.
