South lexas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Response to Generic Letter 81-01, " Qualification af Inspection, Examination, and Testino and Audit Personnel" Houston Lighting & Power Company has reviewed Generic Letter 81-01 which requested that the South Texas Project comit to meet regulatory positions C.5, 6, 7, 8, and 10 of Regulatory Guide 1.58, Revision 1, and Regulatory Guide 1.146, Revision 0.
The comitments to these Regulatory Guides are as follows:
(1) During the construction phase. HL&P will meet the reauirements of l
Regulatory Cuide 1.58, Revision 0, plus regulatory positions C.5, 6, l
7, 8, and 10 of Revision 1.
The program to support this position will j
be in place by September 1, 1981. This also applies to Brown & Root, I
architect / engineer for STP.
During the operations phase, the STP l
Quality Assurance Program will conform to the reouirements of Revision 1
1 with the exceptions as stated in FSAR Section 17.2.2.1.
l (2) Houston Lighting & Power has already implemented the recuirements of Regulatory Guide 1.146, Revision 0, for STP. HL&P and Brown & Root i
have been in compliance with the terms of the Regulatory Guide since l
March 1981.
l The method by which Westinghouse complies with these Regulatory Guides is l
presented in Amendment I to Revision 9A of their topical report WCAP 8370, l
" Water Reactor Division Quality Assurance Plan."
