In the Matter of the ) Docket Nos. 50-259 Tennssee Valley Authority ) 50-260 50-29(r AN In accordance with the provisions of 10 CFR Part 50.90, we are enclosing 40 copies of proposed changes to the environmental technical specifications for the Browns Ferry Nuclear Plant unit Nos.1, 2, and 3 (Appendix B to Facility Opemting Licenses DPR-33, DPR-52, and DPR-68, respectively).

Enclosure A is a proposed change to Section 4.1, Ecological Surveillance.

This program is the responsibility of the EPA and is regulated by the National Pollutant Discharge Elimination System (NPDES). Also included are changes to Section 5.0, Administrative Controls, which reflect recent organizational changes within TVA. Enclosure B contains the bases 'or these changes.

In accordance with the requirements of 10 CFR Part 170.22 we h determined these proposed amendments to be Class III for unit 1, .'

-2 Director of Nuclear Reactor Regulation July 29,1981 facts that the proposed amendment involves a single environmental issue which does not involve a significant hazani consideration for unit 1, and the proposed amendments for units 2 and 3 are duplicates of the unit 1 proposed amendment submitted by this letter. The remittance for $4800

($4000 for unit 1, $800 for units 2 and 3) is being wired to the NRC Attention: Licensing Fee Management Branch.
