Dear Mr. Keppler:
The following is in response to your letter of July 1, 1981, concerning the prompt rotlfication system.
We are in the final stages of evrtuating the bids from our vendors for a siren system. It is our intent to tave this siren system, as described in the Duane Arnold Energy Center Emergency Plan, installed and operational by October 1, 1981.
Until the stren system is operational, notification will continue in the present mode. Currently notification is achieved by using a combination of: Door-to-door notifications by the Sheriff's Departments; announcements over public address systems on patrol cars, helicopters, or airplanes; radio and television announcements made by the local broadcast media; and Information provided through the NOAA network. As demonstrated in past exercises this system will notify the public; however, until such time as the stren system is complete, local officials will not have the capability to notify the public withlp 15 minutes.
Clarification of requirements received in NUREG-0654 Revision 1 led to substantial revisions from our ea r l i er plans. As these c'erifications were not receives by towa Electric until January 5, 1981, we believe we have been responsive, in an expeditious manner, to your requirements and have responded responsibly to our customers.
