MI 49201 + (517) 708-0650 July 2h, 1981 Mr James G Keppler Office of Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - LICENSEE EMERGENCY PREPAREDNESS - PROMPT NOTIFICATION OF THE PUBLIC NRC letter dated July 1, 1981 requested Consumers Power Company to provide confirmation that a system for alerting and providing prompt notification to the public within the plume exposure EPZ in the event of an emergency has been implemented and a description of the scstem.
Consumers Power Company submittal dated March 31, 1981 provided the results of a Probabilistic Risk Assessment (FRA) conducted for the Big Rock Point Plant. The results of the PRA indicated no need for immediate warning of the public within the EPZ for any postulated accident and; therefore,
,1 requested deferral of immediate warning systems, specifically warning sirens, pending completion of NRC review of the PRA at which time exemption from those requirements will be requested. However, compensating actions have been astablished for the notification of the public within a 2 mile EFZ.
These compensating actions are considered acceptable based on the small number of residences (88) within 2 miles of the plant which allows direct communication with them in the event of an emergency. A telephone notification program on a 2h hour basis is available for these residences and vill be performed by the Michigan State Police (Petosky Branch), County Sheriff Departments (Emmet and Charlevoix), the US Coast Guard and local US i
Air Force radar base.
