HARTSVILLE AND PHIPPS BEND NUCLEAR PLANTS - REPORTABLE DEFICIENCY -

INCONSISTENT ESTABLISHMENT OF INSPECTION PROGRAM -

HTRD-50-518/81-12, -519, -520 -521/81 PBRD-50-553/81-13.

-554/81-08 The subject deficiencies were initially reported to NRC-0IE, Region II, Inspector P. A. Taylor on March 24, 1981, as NCR's HTANEB81-01 and PBNNEB81-01. The first interim report was submitted on April 23, 1981.

In compliance with paragraph 50.55(e) of 10 CFR Part 50, this letter constitutes the second interim report on the subject deficiency.

TVA has begun a program at its Watts Bar Nuclear Plant by wnich this NCR will be resolved. The program serves as an ide6tification/ evaluation of construction activities, inspections, requirements, and associated procedures. The results of this program will then be evaluated and any changes or additions necessary to address design considerations will be incorporated. The applicability of this program to Hartsville and Phipps Bend will be addressed following completion of the Watts Bar program.

Because of the extensive nature of the program described above, TVA will submit another report on or oefore December 15, 1981. This deficiency has also been reported for TVA's.Sequoyah unit 2, Watts Bar, Bellefonte, and Yellow Creek Nuclear Plants.
