SUBJECT:
AN0 PHYSICAL PROTECTION LICENSE CONDITION S
We plan to update and consolidate the several physical protection license conditions on (1) Security Plan (2) Contingency Plan and (3) Guard Training Plan into one section of the license. The enclosure to this semo reflects the information currently available to us. We kriow that certain items on the enclosure are outdated and/or mistitled. We fequest your branch's brief assistance in providing us with an up to data accurate version of the enclosure. The following coments should be considered.
Security Plan The January ll, 1979 version of the plan should be augnenied by whatever later revisions we have approved.
I reference your meco's of flay 21, 1981 and July 8, 198.1 approving later revisions to the Plans. What total list of documents define their approved Plan?
Contingency Pian The titic is nct '.he same as the licensee uses. Please provide the correct title and the total list of revisions which define their approved Plan.
As of February 2, 1981 I understood that the PSL. Branch planned to is;ue a document which would identify that the Contingency Plan Approval issued on August 20, 1980 for AH0-1 is also applicable to Unit 2 (ANO-2). How-ever, in the six months since that time we have not received the document.
Could you also address this in your respons.e?
buard Training Plan The licensee's several submittals dated September 9,1980 and February 5, 1981 do not agree on the title for the program so I contacted the licensee for the correct title it is " Arkansas Nuc1 car One Security Plan". Training and Qualification '"ar.. Would you also QA the revisions listed in the license condition as being correct and up to date.

2 Also, what is the status of your review /approvallof their April 27, 1981 letter on the plan? I reference your May 21, 1981 memo. The licensee thinks you approved but is awaiting written confirmation of approval.
Sumary We are holding up the license amendment pending clarification of these items.and would therefore appreciate your response within two weeks of receiving this memo.

" Arkansas Nuclear One Industrial Security Plan" dated January 11, 1979.
(b)
" Arkansas Nuclear Station Safeguards Contingencj Plan,"
Revision i dated February 26, 1980, revised by Revision 2 page changes dated April 30, 1980, and submitted pursuant to 10 CFR 73.40. The Contingency Plan shall be fully implemented in accordance with 10 CFR 73.40(b).

" Arkansas Nuclear One Security Force Training and QualifRation Plan' dated September 9,1980, as revised by pages dated February 5,1981, and April 27, 1981. This Plan shall be followed in accordance with 10 CFR 73.55(b)(4),
50 days after approval by the Commission. All security personnel, as required in the above plans, shall be qualified within two years of this approval.
The licensee may make changes to this plan without prior Commission approval if the changes do not decrease the safeguards effectiveness of the plan.
The licensee shall maintain records of and submit reports concerning such changes in the same manner as required for changes made to the Security Plan nnd Safeguards Contingency Plan pursuant to 10 CFR 50.54(p).
Paragraph 2.c.(5) is deleted.
Paragraph; 2.c.(6) and 2.c.(7) are renumbered 2.c.(5) and 2.c.(6), respectively.

This license amendment is effective as of its date of issuance.
