Dear Mr. Keppler:

This letter is to inform you of a recent event at the D. C. Cook Nuclear Plant on June 4,1981 where an NRC Inspector discovered that surveillance testing of Fire Suppression Water Systems were not conducted at the required frequency. Specifically Technical Specification 4.7.9.1.le4 and 4.7.9.2.

Technical Specification 4.7.9.1.le4 requires each high pressure fire pump starts (sequentially) to maintain the Fire Suppression Water System press-ure > 100 psig. The last regularly scheduled test had been on May 9,1979.

The next surveillance was due in November,1980 but was not completed.

The sequential testing was satisfactorily performed on April 7,1981.

Technical Specification 4.7.9.2a and Table 3.7-5 Part A and Part B for the Auxiliary Building Cask Handling Area and Auxiliary Building Drumming Area requires testing of spray and sprinkler valves on a 12 month schedule.

These tests were successfully completed on March 3,1980 and March 20, 1981.

The test for 1979 had not been conducted.

The equipment for Table 3.7-5 Part B for the Auxiliary Building Elevations 587 & 609 (Corridors, charging pump and Safety Injection pump rooms and laundry area) were installed and testing completed July 1,1979. The Unit 1 Reactor Coolant Pump sprinkler system testing was also completed July 1, 1979. The Unit 2 Reactor Coolant Pump sprinkler system was installed and testing completed December 18, 1979.

The procedures for 18 month testing frequency had not been properly scheduled by the Operations Department. To eliminate confusion for testing on a refueling cycle, since the refueling cycles are different between Units, S'il I 8107280494 810717 DR ADOCK 0500o R 2&W
