Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 IE Inspection Report No. 81-11 Gentlemen:
In response to your letter of June 2, 1981, and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report.
The noted violation, which has been classified as a Severity Level V Violation, consisted of failure to perform an inspection in accordance with prepared procedures of the diesel engine driven fire pump within the allotted time frame.
We have reviewed the referenced inspection report for 10 CFR 2.790 information and none was identified.

DUQUESNE LIGHT COMPANY Beaver Valley Power Station Reply to Notice of Violation Inspection No. 81-11 Letter Dated June 2, 1981 VIOLATION (Severity Level V; Supplement 1)
Description of Violation (81-11-02)
Technical Specification Section 4.7.14.1.2.C.1 states in part:
"At least once per 18 months,
. Subjecting the diesel to an inspection in accordance with procedures prepared.
Procedures MSP 33.01 and }$P 33.02 state in part:
"The purpose of this procedure is to ensure that the diesel fire pump has been subjected to an inspection in accordance with procedures prepared...
This procedure is required to be performed at least once every 6 months.
(MSP 33.01).
every 18 months.
." (MSP 33.02).
Contrary to the above, diesel engine driven fire pump maintenance based on the above procedures has not been performed by the licensee 4
during the past 18 months.
Discussion of Violation As was discussed with the inspector at the exit meeting, the }$Ps for the diesel engine driven fire pump had not been performed due to the unavailability of the redundant (motor driven) fire pump. Problems.
encountered with the motor fire pump had rendered it inoperable during the period from February 1980 until April 18, 1981.
Further, subsequent to the return to service of the motor driven fire pump, operating difficulties were experienced with one portable Jaeger fire pump.
It was undesirable during this period to remove the diesel fire pump from service for inspection.
Corrective Action Taken The diesel fire pump is currently declared inoperable and the diesel is undergoing a major overhaul.
The required inspections will be. performed prior to returning the pump to service.
Backup fire protection capability, as required by the Technical Specifications, is available for service.
Action Taken To Prevent Recurrence The inventory of spare parts has been evaluated for both motor and diesel pumps. Additional spare parts are being obtained to avoid long duration outages of fire pumps in the future.
The experience gained in the investigation and repair of the motor driven fire pump is expected to substantially reduce the downtime of this pump, thus permitting removal of the diesel fire pump from service to perform the required maintenance on its required schedule.
