Washington, DC 20555 DOCYET 50-255 - LICENSE DPR PALISADES PLANT - SEP TOPIC III-6, SEISMIC DESIGN CONSIDERATIONS ANCHCRAGE AND SUPPORT OF SAFETY RELATED ELECTRICAL EQUIPMENT By letter dated January 1,1980, the NRC initiated a program for the verification of adequacy of the anchorage and support of safety-related electrical equipment.

Consumers Power Company letters dated February lb,1980 and April 2,1980 de-scribed our progran for addressing this issue and provided the results of the initial plant inspections. Recently Mr Tom Cheng of the NRC requested an update on the progress of modifications being performed to resolve this issue. He also requested sa=ple calculations which could be used in the development of the SER for SEP Topic III-6.

This letter responds to Mr Cheng's request. provides URS/ John A Blume & Associates, Engineers Report URS/ JAB 8013, "Censultation for Safety-Related Electrical Equipment at Palisades Nuclear Power Plant." This report details the final acceptance criteria, methodology, and results for the verification of safety-related electricel equipment anchor-ages. This report also shows the designs for equipment =cdifications which have been or will be cc=pleted. It must be noted that the drawings in Appendix E vill not necessarily be identical to the final, as-installed, anchorages because of field interference, but they do illustrate the types of =odifications being

=ade.

You will also note that the evaluations are conservatively based on a

.2g SSE rather than the site specific spectrum anchored at.11g determined by the NRC as being applicable to the Palisades site. Attachment 2 provides a list of the equipment anchorage modifications which remain to be completed. Some of these modifications are now in progress. It is our intent to complete all re-maining modifications on this list by the end of the 1981 Palisades refueling outage presently scheduled to begin in early August.

It vill be noted that the URS/Blume Report, Attachment 1, also discusses non-Category I ite=s which could impact safety-related electrical equipment during earthquakes and provides suggested guidelines for their disposition. This con-g gM #)[ '

1 outside containment. This vill be confirmed during the upcoming refueling outage (scheduled to start in August) with a final walkdown inside contain-ment for Topic I:I LC and completion of the remaining equipment tie downs outside containment.
