SMI-1067 - Docket No. 70-1100 Safeguards Amendment MPP-4 Gentlemen:
Amendment MPP-4 to SMI-1067 sets forth the varims safeguards amendments assigned to SMI-1067.
Included in this amendment are license conditions which were issued after your review and approval of our submittal required under 70 CFR 70.57 (Measurement Control Plan).
In our February 15, 1979 submittal of the above mentioned plan, it was stated in Attachment 3 - Standards Measurements - Item 2A that one standard would be included with each group of gravimetric analyses cun.
License Condition 4.7 to the subject amendment requires that a mie num of two standards of measure-m2nts per week for each measurement system.
The decie'.on to stipulate ole standard measurement run with each group of samples run for gravimetric analyses in the above mentioned Measurement Control Plan was based on technological justification and resources.
Ole standard run with each group experiences the same condition (s) that are in the furnace at the time of the run. Standard results can be reviewed immediately to detennine if it is within the acceptable limits. Historical operational data further provides sufficient information for use in our overall statistical program.
The furnace used in the gravir,etric analysis procedure has capacity for only twelve samples. Accordingly, we attempt to schedule eleven samples and one standard for each group of analyses run thus providing the most economical use of our personnel and equipment.

Combustion Engineering, Inc., would request, therefore, that License Condition 4.7 in Amendment MPP-4 to License S21-1067 be revised to authorize the require-ment that one standard measurement be included with each group of sampics that are run for uranium percentage determination by the gravimetric procedure.
The necessan revisions to our Measurement Control Plar. will be submitted in the event the above mentioncd revision is granted.
