(2) Application Amendment N-2, Expansion of Plant Eg Conversion Capacity, dated 12/21/79 With reference to activities authorized by SNM-1097, General Electric Company hereby requests interim permission to op? rate the new UF6 to UO2 conversion lines one at a time for a reasonable period to debug the equipment and to demonstrate the productive capability of each of these lines.

The equipment to be operated is no different than equipment currently operated under the license, with the exception of the steam autoclaves which are the same equipment design as those currently in use at the Oak Ridge gaseous diffusion plants with additional safety controls required to meet GE standard;. All internalevaluations and approvals l

as required by the current license conditions have been completed for the new facility operation.

The interim permission to operate the new equipment is justified based upon the following:

(1) The equipment is essentially no different from equipment currently authorized for operation under the license.

(2) All internal review and approvals required by current license conditions have been completed and verify that the equipment is safe to operate.

(3) The interim permission to operate the new lines is for the purpose of debugging and proving productive capacity of the new equipment.

Its operation will not exceed current license limits on the quantity of UO2 produced by this technique or the quantity of UO2 produced by the total plant.

Whenever one c/ the new GEC0 production lines is in operation only one GEC0 line in FM0 will be operated: that is, not more than tuo GEC0 lines will be operated at one time.
