Mr. James P. O'Reilly Gentlemen:

The following responds to the tbtice of Deviation, Appendix B to your May 14, 1981 letter containing Inspection Reports 50-321/81-09 and 50-366/81-09.

Appendix A,

Notice of Violation, was responded to by our letter of June 8,1981.

Deviation On June 12, 1980, the NRC issued I&E Bulletin 80-14, Degradation of BWR Scram Discharge Volume Capability, which required in paragraph A3 that procedures be implemented to assure that, through periodic testing, the Scram Discharge Volume (SDV) vent and drain velves are periodically t ested.

The licensee response dated July 25, 1980, stated that thcse valves would be tested monthly.

Contrary to the above, no procedural requirement nor documentation exists which shows that these valves are periodically tested as stated.

This is a Deviation and is applicable to Units 1 and 2.

Response

Corrective actions that have been or will be taken:

Originally, Standing Order 80-42 was issued to imolement the GPC commitment to I&E Bulletin 80-14.

This Order failed to demonstrate compliance to cur commitment;

thus, orocedures HNP-1-3017 and HrP-2-3017 were implemented.

These procedures require monthly operability testing of the SDV vent and drain valves, and recording of the closure time observed for each valve.

respectively.

Corrective actions which will oe taken to avoid further deviations:

The above procedures were placed on the monthly surveillance program on June 5, 1981.

This program, normally used for Technical Specification required surveillance, will track the recuirement and ensure that it is met in the future.

Date when corrective actions will be completed:

No further actions are necessary to be in compliance.
