C0petENTS ON BREEN ARTICLE ON DEFENSE IN DEPTH FOR NUCLEAR SAFETY We have reviewed the subject draft and find that it contains no major technical errors, although, not suprisingly, the NSAC view of priorities sometimes differs from that of NRC. There is one small mis-statment regarding IREP, however, (PNS22(4)IC-7). The emphasis of the IREP studies will be on particular acci hnt sequences, not on systems.
In fact, individual system unavailabilities will act be quant 11Hid; the likelihood of individual accident sequences will be estimated, however. We have no other significant coments.
It shcald be noted, however, that with the exception of the priority ranking of the Action Plan, this paper contains little that hasn't n said before, many times.
