As required by Title 10 CFR 71.3 and 71.12, request approval of quMitv assurance program for transportation of radioactive materials licensed under NRC License 43-14070-01, Organization - The Ammunition Equipment Directorate, Tooele Army a.

Depot, has the responsibility for design or procurement and testing of Ammunition Peculiar Equipment. The NRC licensed radiography devices are APE items being tested. Verification that equipment is safe to handle is a major portion of the assigned mission. A test officer has been trained as a radio-grapher and approved by the NRC. The test officer has sufficient authority to identify equipment quality problems and establish solutions.

Quality Assurance Program for Packaging of Nuclear Regulatory Commission Licensed Materials for Trans-portation

'(1) ' Written procedures and instructions for using, storage, and F

shipping the radioactive materials are included in Inclosure 5 Operating and Emergency Procedures of NRC license 43-14070-01.

(2) Materials covered by the quality assurance program and the NRC certificate of compliances include:

(a) Technical Operations Inc. Radiographic Projector Model 680 -

USA-DOT 10-70, USNRC USA /9035/B.

(b) Technical Operations Inc. Radiographic Projector Model 660 -

. USA-DOT 6-70, USNRC USA /9033/B.

(3).Special Controls (a) Projectors will be locked and keys removed prior to delivery to shipping personnel.

(b) Radiation survey meter will bc used to assure that radio-active source is properly positioned within projector and determine proper D0T shipping labels to be applied.

(4) The steel and depleted uranium packaging has proven extremely satisfactory in providing a durable secure container for shipping the type B quantity material.

Design Control - Packages were' designed and tested by Technical Operations Inc. and' approved by the NRC, d.

Procurement Document Control - Equipment supplier has provided approval documentation.

e.

Control of Purchased Equipment-Package approval documentation is maintained by licensee.

f.

Handling, Storage, and Shipping - Inspections are performed each time equipment is used to assure that damage or deterioration has not occurred.

-Inspection, test, and Operating Status - Packaging was tested and approved as a complete unit.

Damage or deterioration to one component which affects the operation or shielding capabilities rejects the complete unit until repairs are accomplished.

Corrective Action - Equipment operator, inspects equipment prior to each use. Deficiencies or defects are noted in operators log book and are corrected prior to equipment use. Corrective action is also noted in log,

i. Quality Assurance Records - Records of inspections, tests, and audits which affect the integrity of the source container are maintained by the
licensee.
j. Audits - Prior to shipment of radioactive devices, Radiation Protection

-Officer verifies packaging, marking, and labeling to assure compliance with

' DOT regulations.
