Dear Mr,
1Haughney, p
^
'Thank'you for your letter of April 27. Oar concern is that the sand lense has not been accurately or adequately defined, The New York State agencies allege, as you indicate, that the sand lense is" shallow" and "does not intersect. 'the NRC-licensed facility", This allegation is Based on a crude backhoe samplin,g'of the. area near the. sand.. lense in April, 1974 We do not consider. this methed of sampling adequate 'to demonstrate either the depth or extent of the sand.'l' nse.
e Can-you give me some further information regarding the " expanded research program" in the ar,ea of the NRC licensed burial ground referenced.
in your letter of April'27. What is the budget allocation for this program?
Who at the NRC is directing the project? Is drilling gr.ing to be.# please
. conducted in the area?. If so, please describe the. proposed program. If not',
explain why this decision has been made,
~
I Regarding the DEC memos which 'are being forwarded to you,' I want to
. cal 1 to your attention the attached memo which addresses the problems in p
the west wall of trench #14 which is subject to collapse, These problems sees to be. directly connected to the existence of a sandy strata and swamp in this area (note map previously sent to you), Given persistent and contin uing
- probicas with trench #14,' further drilling in this. area is of paramount ~
<importance.
Tharik you for your attention to theu matters.

W. Kelleher - Radiation Section h73 Burial Site m.
~ July 13, 1979 It would be a good idea to amend Part 380 in the future to specifically require maintenance of burial sites after shut down. However, h
DEC should proceed to issue a revised permit to NFS for long term perpetual
> care and maintenance of the burial site under the existing code. NYSERDA
. should recognize that whenever NFS turns the site over tp.the State the revised permit applies to the State so long es the atta' remains closed and ownership is by the Stata.
The existing permit should be changed es follous:
The shape of ehch t:anch cap should be brought back to the original design by bringing in fill, not by reworking. This should be done for any trench where there is more than 50 feet along the centar lina where the top of the esp is less than one foot above the cor-responding (cross section) clovation at theafge of tha trc.ch -
the design difference in elevation was two feet; cracks parallel to ths, litches betuc trenche's, vithin 6' feet on
~
either side of the center lino of the ditch and over 20 feet in
~ ~ length should be filled incodiately; trench 14 shall be compacted and brought back to the original deaign shape by bringing in fill; and coarse material west of 14 should be ree.oved and the excavation filled with silty-clay material to help seal the west side of i
trencha 14.
