Dear Mr. Denton:

On June 22, 1981, during a routine leak test of the containnent building ventilation system isolaticn valves at the General Electric Test Reactor (GETR) at the Vallecitos Nuclear Center (VNC), it was determined that the inlet valves had an unsatisfactorily high leak rate. 'Ihis is considered to be reportable pursuant to Section 3.D (1) of License TP i.

The ventilatian valves were last individually tested an September 16, 1980, and performed satisfactorily. In addition, the containment building was satisfactorily leak tested on February 20/21, 1981. Homver, during the valve test conducted June 19/22, 1981, the valves could not attain a sat-isfactory test pressure.

'Ihe failure of the valves to be leak tight does not pose any threat either to VNC enployees or to the general public as the reactor has been in a see-ured condition as defined in Technical Specification 1.3 since late in 1977, and there are no fuel or experiments in the cantainment huilding which could release fission products.

The leaking ventilation valves will be repaired, and the leak test will be repeated. 'Ihe reactor will remain in the mcured candition.
