Dear Mr.-Crow:
In response-to your letter dated April-21, 1981, I am attaching the Lynchburg Research Center's plan for the decontamination of soil located in the unre-stricted areas shown on drawing LRC-40115D forwarded with my letter of February h 4, 1981.
Section 2.2 of the plan presents three options for storing or disposing of con-
'taminated soil that is to be removed from'the B&W owned unrestricted areas. Data resu1 ring frrm sampling and direct radiation surveys of this area are not now com-plete enough to permit a final decision on the most preferable method. All three
~
j options are in keeping with ALARA principles. I request that all three options remain'available to us for selection when the data is sufficiently compJete. The method selected may require approval by levels of management outside the Lynchburg Research Center.
I,therefore, request that if a time limit is necessary for the
' final selection, it be sufficiently long to permit the off-site review.
I will' keep you informed of progress made with this operation.

Plan for Decontamination of Unrestricted Areas l.

, Contaminated soil will be removed from all affected areas of the

Samples will be t' ken and direct surveys made, on ten (10) foot grids 1.3 a
of the. affected areas of the railroad right-of-way.
1.4-When the sample and direct surveyLdata confirm that the target cri-teria-in your letter of April 21, 1981 has been met, the Lynchburg Research Center will_ notify the NRC's Region II Office that this area has been decontaminated and is ready'for release for unrestricted use.

l Unrestricted Area : E&W Property _
2.1 The soil _with the highest levels of activity will be removed, contain-
-erized and shipped off site to a licensed waste disposal facility.
2.2 LThe contaminated soil remaining after that of highest activity has been removed will be~ disposed of utilizing one of the three methods 1 described below:
2.2.1 The remaining soil will be containerized ~and shipped off site to a licensed waste disposal facility, or 2.2.2-The remaining soil will be removed to a restricted area on B&W property.
The soil will_be seeded to prevent' erosion by wind and rainfall. Two sampling wells will-be drilled in locations that assures-that any acti-vity released from the soil to the ground water will be detected.
Semi-annual samples from these wells will be analyzed to detect any increases above natural background activity, or

The remaining soil will be removed to a builidng to be constructed for 2.' 2. 3 the purpose of retaining the soil. Water collected from drain tiles at the base of the building will be sampled semiannually to detect any increase above natural background

The outside of the building will constitute the restricted area boundries.

< Samples will be taken and direct survey made on thirty (30) foot grids of the affected area.

. When the_ sample and direct survey data confirm that the target criteria in your-letter of April 21, 1981, has been met, the Lynchburg Research Center will notify the NRC's Region II Office that this area has been decontaminated and is ready for release for unrestricted use.
