Dear Sir:

This letter is in response to your inspection conducted by Mr. C. Yuhns and Mr. E Garcia on May 11-15, 1981, of the Trojan Radiation Protection Department. The inspection identified three violations.

A.

An individual working in the restricted area was permitted to receive a whole body exposure of 2.07 rem during the first calendar quarter of 1981 without prior determination of the individual's accumulated occupational dose.

B.

Certain radiation protection procedures relating to waste handli,ng do not receive a review by cae PRB and approval by the General Manager prior to implementation and are not reviewed periedically as set forth in administrative procedures.

C.

Two polyethylene bottles containing licensed material which produced radiation levels of 250 and 300 mr/hr at contact were not labeled.

In accordance with your letter of June 23, 1981, no response to item A of Appendix A was required.

The following actions have been completed to insure our activities are conducted in full compliance with NRC requirements.

Item B The procedures identified by Mr. Yuhas will be submitted for review by the Plant Review Board. The procedures will require approval by the Plant Manager. The procedures requiring review are RP-107 " Radioactive 8107210309 810717 PDR ADOCK 05000344 G

Material Receipt and Shipment"; TRP-003, " Radioactive Waste Drumming";

TRP-006, " Dewatering Procedure for Resin Liners"; and TRP-007, " Hand-ling Procedure for CNSI Cark 6-80-2 cecondary Lid Removal and Replace-ment".

These procedures will be submitted for PRB review by July 31, 1981.

In addition future procedures for the shipment or final packaging of radioactive material for shipping will receive PRB review and approval by the Plant Manager. Administrative Order (AO) 2-1 will be changed to specify PRB review of procedures for shipment or final packaging of radioactive material for shipment. A0 2-1 will la modified by August 30, 1981.

J Item C The identified samples were surveyed and labels were attached defining the type of sample and the contact radiation levels.

In the future, samples that are stored for later analysis will be labeled.

A memo to the C&RP technicians has been written to clarify plant policy concerning sample labels. The action was completed by June 30, 1981.

The letter will also be discussed as part of the C&RP technician training program. This training will be completed by September 30, 1981.
