SUMMARY

OF APRIL 15, 1981 MEETING On April 15, 1981 members of the NRC staff met with Gulf States Utilities Company (GSU) and Stone and Webster (S&W) at the River Bend site in West Feliciana Parish, Louisiana to discuss the GSU organizational structure for operations, plant cons truction status, and general licensing matters. The list of attendees is provided as Enclosure 1. Meeting handbuts are provided in Enclosure 2 The meeting consisted of a discussion of the River Bend projected licens-ing review schedule, with a focus on both the construction status and utility staffing to support startup and operation. GSU reiterated its commitment to operator training and staffing, along with senior management attention to nuclear activities. They stated that operator training had commenced, and that staffing is currently ahead of other plants with similar construction and fuel load schedules. GSU indicated that they are currently pursuing a 50 month construction schedule, and suggested that they would like to follow the lead of the Grand Gulf and Clinton licensing reviews in order to meet their expedited construction schedule. The NRC suggested that River Bend consider the use of the Independent Design Review procedure that has been used on Palo Verde. GSU stated that they would investigate.this review procedure and consider its use for a specific technical review area. Based on a revitw of the River Bend organization and construction status, the NRC indicated that it will consider performing its OL review consistent I with the River Bend constrJction and fuel load schedule.
