Dear Mr. Fiore111:
This letter responds to the items of nonccupliance contained in your IE Report 50-341/81-04. This inspection of Enrico Fermi Unit 2 Site Construction activities was perfonned by Mr. I.T. Yin of NRC Region III on April 21-24, 1981.
Only the cited iten of nonecupliance is discussed in this reply, as required by Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations. The unresolved items have been acted upon and we will be prepared to discuss this action with your inspectors on their next visit.
The enclosed response is arranged in sequence of items cited in the body of your report. The finding and section numbers are referenced.

Contrary to the requirments of 10CFR50, Appendix B, Criterion VI a site contractor at the Enrico Fermi, Unit 2 site used an inter-office memo-randum m document changes to' procedures and as a result by-passed the established docunent control procedures.
Corrective Action Taken and the Results Achieved Administrative Procedure AP-IV-20, Revision 0, entitled, " Disassembling and Re-Assembling of Pipe, Conduit and Cable Tray Support" has been prepared, approved and was issued for use on May 5, 1981. This procedure incorporates the methods described in memorandum DIC 81-0284, DIC 81-0965 and DIC 81-1543 which are noted in item 2 on page 4 of the Inspection Report.
Corrective Action Taken to Avoid Further Nonempliance Enrico Fermi 2 site organizations have been notified of the problem. They were cautioned to review all letters and memorandums originated by the res-pective organizations for this problem. Construction Quality Assurance per-sonnel have been notified to review inccming correspondence for this problem.
Date When Full Cmpliance Will Be Achieved All required action has now been empleted.
