June 4, 1981, letter from J. A. Hind to C. Reed.
Dear Mr. Keppler:
Reference (a) contained the results of an inspection conducted by Dr. M. J. Destmann on May 12-13, and May 19-21, 1981, of activities at Zion.
During that inspection, certain activities appeared to be in non-compliance with NRC requirements.
Attachment A to this letter contains Commonwealth Edison's response to the Notice of Violation.
To the best of my knowledge and belief the statements contained in the attachment are true and correct.
In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees and contractors.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

ATTACHMENT A Response to Notice of Violation Violation Technical Specification Section 4.16, Table 4.16.1, Item 7, states in part, that a sediment sample shall be collected annually from the " Illinois Beach State Park" and a gamma isotopic analysis shall be performed.
Contrary to the above, the licensee did not collect the 1980 sediment sample from the Illinois Beach State Park.
Corrective Action Taken and Results Achieveo The improper sampling of Lake Michigan sediment was not discovered until May 1981, so no 1980 action could be taken.
Because the discharge area, the improper site, is near the Illinois Beach State Park, the proper site, and because beach sediments in the area are quite mobile, the reported results (all less than the lower limit of detection) are believed representative of the area.
Corrective Action Taken to Avoid Further Non-Compliance The sample ccilection schedule was the source of the difficulty.
The wrong sampling site was entered and passed through three reviews before the schedule was issued to the field collector.
The field collector followed the schedule but in doing so collected at the wr;:' site.
Closer attention is being paid to the sample collectian =wiiedule and the weekly sample collection sheets to assure collection of samples at the proper sites.
Date of Full Compliance The 1981 sediment sample will be collected this summer.
