Dear Sir:
I NRC Generic Letter 81-01 dated May 4, 1981 (Qualification of Inspection, Examination, and Testing and Audit Personnel) requested a commitment l
from licensees to meet Regulatory Guide 1.146 dated August 1980 and l
Sections C.5, 6, 7, 8, and 10 of Regulatory Guide 1.58, Revision 1.
This letter also requested the date by which compliance was expected.
Regulatory Guide 1.146 (8/80) has been carefully reviewed and Portland General Electric (PGE) intends to fully comply with its recommendations.
It is expected that Regulatory Guide 1.146 (8/80) will be completely implemented by October 1981.
Regulatory Guide 1.58, Revision I has also been reviewed and PGE intends to fully comply with the requirements of Sections C.5, 6, 7, 8, and 10.
Present inspection and test personnel are qualified to the standards set by ANSI /ASME N45.2.6 - 1973 and Regulatory Guide 1.58, Revision 0.
However, the current number of inspection and test personnel make it difficult to immediately certify everyone to the revised standards of ANSI /ASME N45.2.6 - 1978 and Regulatory Guide 1.58, Revision 1.
There-fore, PGE plans to certify all new inspection and test personnel to these improved standards and upgrade the certification for existing personnel as their preemat certification expires through the established kool 5
