Dear Mr. Helfrich:

Enclosed please find an application from the Delegation of the Comission of European Communities (EURATOM) for a license to export HEU to Greece for use as fuel for the GRR-1 Research Reactor located at the Demokritos Nuclear Research Centre. Because the shipper (either Edlow or Transnuclear) has not been selected yet, EURATOM is applying for the license in order to expedite the licensing process. When the selection is made, NRC will in-form the Executiva Branch agencies and revise the application to indicate the shipper as the applicant instead of EURATOM.
NRC will also notify the Executive Branch agencies of the names of the intemediate consignees when this infomation is received.
Before taking action on this license application, we would appreciate your views in accordance with established procedures as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
