SUBJECT:

TRIP REPORT Purpose To visit the fuel fabrication F. ant of General Electric Company (GE) at Wilmington, fiorth Carolina, ano to observe ar inspection of the plant by Messrs. John B. Kahle (the principal inspector of the GE plant) and Lee Franklin of Region II, Office of Inspection and Enforcement.

Place and Date GE plant at Wilmington, North Carolina, June 8 - 12, 1981.

Summary (The results of the inspection will be reported from Region II in the nomal fashion.) Because Mr. Franklin and I had not previously visited the facility, Mr. Kahle emphasized the plant tour in the inspection and all process areas were observed.

Several open items from a previous inspection were the fo us of Mr. Kahle's efforts.

Mr. Franklin, a respiratory protection expert. con-ducted the respiratory aspects of the inspection.

Other ".cas gi /cn attention were radiation safety records for external exposure and computer programs which utilize the vast input of informatior, obtained from GE's testing pro-cedu res.

The formal closecut session was held at 11:00 am on Friday, in the Board Conference Room at the facility, and Mr. Kahle announced that the open items had been resolved.

Also favorable was the work being done on computers toward the establishment of a dynamic program rather than pursuing action af ter the fact.

However, ti,e reliance on averaging of air sampler concentrations in assigning exposure. appears j

anomalous of what one expects from detailed computer programs.

Discussion The inspection activities are outlined in the following chron_ ology:

Monday pm - Met with Mr. John Kahle and Mr. Lee F anklin to discuss the schedule for-the week and receive 4

i an outline of the inspection strategy.

Tuesday am - Af ter being introduced to W. Hendrie and C. Vaughn, the NRC representatives toured the plant viewing the procest from vaporization on through to bundled fuel. packaging.

Included was the GECO process which is being readied for production.

. Tuesday pm - The inspection centered on respiratory protection, focusing on respiratory devices and the frequency and methodology of maintenance.

The second tour of the day was to observe cleaning and testing of full face masks.

Wednesday am - Dr. G. E. Powers demonstrated some of the GE computer programs and explained how they are being used. GE is currently feeding, data into the computer which goes back to the beginning of t

plant production.

i Wednesday pm - R. Lewis demonstrated respirator training given to empioyees in the plant Radiation Safety Office.

This was followed by a tour of the waste storage area by truck with Inspector Franklin and R. Lewis to verify posting in outside storage areas.

Thursday am - Reviewed printouts of external radiation records for the past 18 months, and questions about selected individual exposures were discussed with Scott Murray.

Later in the af ternoon I had an opportunity to talk about the new application

' format with R. Foleck who worked on the recently submitted application for renewal of GE's SNM license.

At the closecut session the inspectors discussed their finding with the operations managers.
