NRC letter from D. G. Eisenhut to all Operating Reactors dated February 25, 1981 (Generic Letter 81-04)

Dear Sir:

The Power Authority has reviewed plant procedures and operator training to determine the capability to mitigate a station blackout event.

The review was conducted in response to, and included the items identified in, the Reference letter.

This review has concluded that the present procedures adequately address the actions necessary to mitigate and recover from a station blackout event.

The eperating and emergency procedures necessary to respond to a station blackout are covered separately during existing operator requalification.

The procedures are not presently re-viewed in conjunction with each other and as a comprehensive response to a station blackout.

The Authority intends to begin the training of operations personnel to respond to this event, using the existing procedures as a unit, on July 14, 1981.

This training will be coupleted September 15, 1981.

In addition to the review required by the Reference letter, the Authority has coupared the existing proc.'dures to the Emergency Procedure Guidelines developed in onjunction with 8107150150 810708 (h

the BWR Owners Group.

The Authority considers the emergency procedure guidelines, which are sympton oriented, an improve-4 ment over the existing procedures.

Therefore, these procedures will be revised to improve the operators' ability to mitigate a station blackout.

The Authority intends to implement these revised procedures, including training of the operations personnel, in accordance with the implementation requirements of NUREG-0737 Item I.C.1 - Procedures for Transients and Accidents.
