This refers to your letter of April 9,1981, which replied to our request for a Technical Specification amendment relating to the qualifications of plant staff rnembers for the Calvert Cliffs Nuclear ['ower Plant. In making our request, it was not our intent to allow a wholesale reduction of staff qualifications below that required by ANSI N18.1-1971; we were only seeking a mechanism by which specific, totally justified exceptions to certain educational requirements could be made. Possibly a lack of specific information in our original request left you the impression that an unnecessary reduction of our qualification standards would result. Please be assured that this was not our intent. We support the utilization of the best qualified personnel possible to ensure the safe and cificient operation of our nuclear units.
Your letter indicated willingness to entertain specific exemption requests (from the requirements of ANSI N18.1-1971). Please find attached the training and work histories of two perso.s currently employed on our staff who do not presently meet the literal educational requirements of the ANSI Standard.
We request that you review this information, and in view of the training and experience herein documented, grant an exemption to the existing educational requirements.
Should you have further questions regarding these matters, we would be pleased to discuss them with you.

Mr. Calvin Hagan Mr. Hagan is now the Foreman-Modifications Support.
He supervises carpenters, painters, and construction workers in a construction support unit.
1 He has shown a history of increasing knowledge and responsibility. We feel that he can perform his job assignment in a safe manner while tr.eeting all administrative controls imposed at Calvert Cliffs Nuclear Power Plant.

Three of the ten years were spent working with other contractors on construction jobs.
March 1977 - Joined Baltimore Gas & Electric Company Electric Construction Department - Carpenter until February 1979 (9 months of this at Calvert Cliffs).

I Mr. Ralph E. Goff Mr. Goff is now the Foreman-Mechanial.
He supervises steelworkers, carpenters, construction workers, mechanics, and equipment operators while performing construction support and modifications activities.
He has shown a history of increasing knowledge and responsibility. We feel that he can perform his job assignment in a safe manner while meeting all administrative controls imposed at Calvert Cliffs Nuclear Power Plant.
Work Experience Completed 91/2 years at Stugis High School in Stugis, South Carolina.
.loined U.S. Army in 1953. Honorable discharge in 1956. Duties included gunner, truck driver, and mechanic.
Employed as a mechanic with Davidson Chemical Company from 1956-59. Duties included installing new machinery, pipe fitting, and repair cf machinery.
Employed as plumber with W.W. Greenwell Plumbing and Heating Company in 1959.
Duties included repairing fixtures, running pipe, and overhaul and maintenance of boilers.
W3rked on f amily f arm from 1959-60.
Employed as rigger at Bethlehem Shipyard from 1960-61. Duties included general rigging, rigging metal for erection of ships and rigging wenches and testing.
Employed as rigger with Tower Maintenance Company from 1961-64. Served as Foreman from 1962-64. Duties included erecting towers up to 1000' and maintaining same.
Employed as erector with Unitect Corporation from 1964-66. Erected radar towers and installed cables.
Employed with Baltimore Gas & Electric Company in 1966. Started in Electric Construction Department as steelworker. Duties included fabricating structural steel, pipe hangers, miscellaneous structures and equipment. Operated all shop and field equipment, such as, drill press, shear, saws, brake, etc. During various phases, Mr. Goff was also assigned duties as a construction inspector.
Af ter working at Calvert Cliffs Nuclear Power Plant during four outages, he

transferred to Calvert Cliffs Nuclear Power Plant.
His duties have included responsibility for intake structure work, such as, pump repairs, screen changeouts, and very detailed outage planning and scheduling.
His unit has also performed several safety-related Facility Change Requests with no problems. Mr. Goff has over three years experience at Calvert Cliffs Nuclear Power Plant.
